Arthur J. Cifelli, Senior Partner at The Venn Group, brings more than 30 years of experience across government, politics, and business. In his most recent governmental appointment, he served in several senior executive roles at the Port Authority of New York and New Jersey (PANYNJ), a bi-state agency with over 6,000 employees and a combined operating and capital budget exceeding $4 billion. As Deputy Executive Director, the agency’s second-highest position, he reported directly to the Executive Director and Board of Commissioners and oversaw executive management operations, including capital planning, budgeting, and facility operations.
During his tenure at PANYNJ, Mr. Cifelli also served as Deputy Chief of Staff, Director of Government and Community Relations, and Deputy Director/Deputy Superintendent of Public Safety. In his public safety role, helped oversee a police force of more than 1,600 sworn officers, over 100 civilian staff, and a budget exceeding $300 million.
Prior to PANYNJ, Mr. Cifelli served as Chief of Staff—and for a period, Business Administrator—for the Township of Edison, New Jersey, then the state’s fifth-largest municipality. In this role, he managed the township’s day-to-day operations, overseeing more than 600 employees, 11 unions, and a budget exceeding $100 million, all while supporting a daytime population of over 150,000.
Before taking the position in Edison, Mr. Cifelli began his career as Chief of Staff to Assemblyman George A. Spadoro, who represented New Jersey’s 18th Legislative district. There he managed district operations and legislative affairs, before serving as a Research Assistant on the New Jersey Democratic Assembly Staff, where he supported both the Labor and Housing Committees.
In addition to his government service, Mr. Cifelli has been actively involved in political, community, and grassroots campaigns throughout the tri-state area. He currently serves as Chairman of the Board of the Edison Chamber of Commerce and as a Board Member of Robert Wood Johnson University Hospital, where he chairs the Governance Committee and serves on the Strategic Planning and Community Development Committees. He is also a former Chairman of the Essex County Workforce Development Board and former President of the Newark Arts Council.
